Non-Discrimination Policy
- The Community Foundation shall not discriminate on the basis of race, religion, gender, age (except as provided in §2), national origin, marital status, sexual orientation, or physical or mental disability or handicap. This applies when the Foundation issues grants, assigns volunteers, works with donors to structure their donations or to create donor-defined funds, and appoints administrative committees and the officers thereof.
- The Community Foundation reserves the right to distinguish between minors and adults and to discriminate on that basis, in favor of or against either category. The Foundation may also issue grants for programs that discriminate in favor of "seniors" but only after first determining that the program's age criterion is justified.
- The Community Foundation reserves the right to deny a grant or an appointment as a volunteer to any individual who cannot fulfill the legitimate purposes of that grant or appointment because of a personal lack of ability, training, experience, or legal qualification.
- The Community Foundation reserves the right to decline any donation:
- When the source of the donation is reasonably believed to be from criminal activities,
- When the purpose of the donation is contrary to law,
- When the purpose of the donation is prohibited by the Community Foundation's articles of incorporation, by-laws, or written policies,
or
- For a pledged or structured donation, when there is a reasonable expectation that the donor will not be able to fulfill the terms of the donation.
- The Community Foundation reserves the right to discriminate in favor of individuals or organizations on a geographical basis. For example, the Foundation may favor residents of Oak Park, social services operating in Ventura County, or individuals employed in the area of the Santa Monica Mountains.
- The Community Foundation shall not issue grants to organizations that discriminate on any basis prohibited by this policy for the Foundation itself. This prohibition applies to organizations that discriminate either in selecting individuals to receive services or in employing individuals to provide those services.
- The Community Foundation shall not create donor-defined funds that require the Foundation to support discrimination prohibited by this policy.
- The Community Foundation shall not collect or maintain statistics regarding the characteristics of volunteers, donors, or grant beneficiaries. This overall policy shall apply in each situation and not "on the average".
- This policy shall apply not only to the general operation of the Community Foundation under its Board of Trustees but also to the Foundation's activity committees.
